He has successfully negotiated financing packages and implementation arrangements on a myriad of large‑scale infrastructure projects.

He is thoroughly familiar with modern approaches to private sector participation in infrastructure projects, including concession contracting and other BOO and BOT methods which mobilize private sector finance to accomplish public sector development goals. He is accustomed to working with economists and planners on the development of accompanying regulatory frameworks as well as legal experts on the development of contracts and legal frameworks. He has provided financial advisory services to numerous electric utilities, government ministries and private sector developers in Africa, India, Russia & FSU countries, and Sri Lanka.

A significant portion of this work has involved the restructuring of existing industries and developing and assisting in the implementation of the required legal and regulatory changes (necessary to attract developers and capital).  Another major area of work has been in advising governments and state enterprises on the methods and processes of privatization, project development, project financing and raising of capital. The third major area has been designing and implementing project finance and capital markets training programs for officials of government ministries and state-owned enterprises.
