MR. J. Anthony Sprow - SENIOR CONSULTANT NUCLEAR has for the past 33 years, Mr. Sprow has accumulated impressive experience in the development, packaging, and private sector financing of large‑scale infrastructure projects in numerous energy markets around the globe. Mr. Sprow’s experience includes

- Regional Petroleum Executive at The Chase Manhattan Bank Singapore,
- Prior to receiving his MBA at Harvard, he was employed as a Computer Systems Analyst in the Defense, Aerospace and Transportation Industries.
Mr. Sprow has secured international capital markets financing for numerous major energy and infrastructure projects throughout the world, including fossil and nuclear, and is an expert in project and limited recourse finance. He has successfully negotiated financing packages and implementation arrangements on a myriad of large‑scale infrastructure projects.
He is thoroughly familiar with modern approaches to private sector participation in infrastructure projects, including concession contracting and other BOO and BOT methods which mobilize private sector finance to accomplish public sector development goals. He is accustomed to working with economists and planners on the development of accompanying regulatory frameworks as well as legal experts on the development of contracts and legal frameworks. He has provided financial advisory services to numerous electric utilities, government ministries and private sector developers in Africa, India, Russia & FSU countries, and Sri Lanka.
Mr. Sprow’s primary activities have included developing and arranging financing for electric power, pulp & paper, oil & gas, and process industry projects in multiple countries. He has also provided project advisory services to developers, commercial banks, multilateral agencies, export credit agencies and sovereign institutions. Most of these assignments have included project finance and capital markets advisory services to assist clients in their efforts to privatize existing state enterprises, especially in the power utility and natural resource industries. A significant portion of this work has involved the restructuring of existing industries and developing and assisting in the implementation of the required legal and regulatory changes (necessary to attract developers and capital). Another major area of work has been in advising governments and state enterprises on the methods and processes of privatization, project development, project financing and raising of capital. The third major area has been designing and implementing project finance and capital markets training programs for officials of government ministries and state-owned enterprises.
